It is a buoyant coarse fishing hookbait that "wafts" and makes the rig move naturally. It is designed to be balanced with the hook.

These critically balanced hookbaits move naturrally and feature an incredibly bright orange finish which makes them really stand out on the lake bed. Using the weight of the hook to anchor the bait in one position on the lake while still letting them retain their bouyancy and freedom in the water it creates a setup that looks and moves like irresistible natural food.
The perfect presentation can only be achieved when used with the correct size hook. Phil recommends the Guru QM1 size 12 hook, but other manufacturers patterns may also work perfectly.
